In September 2007, the number of mobile service subscribers in Russia reached 165.3 million. The mobile penetration in Russia reached 113.9%, reported AC&M Consulting. In Moscow the number of mobile subscribers totaled 28.857 million, while in St. Petersburg it reached 9.366 million.
